Leaf area index at which no evaporation occurs from water surface

This parameter is used in HRUs where a plant is growing in a ponded environment (e.g. rice). Currently, this is simulated only in HRUs defined as depressional areas/potholes. Evaporation from the water surface is allowed until the leaf area of the plant reaches the value specified for lai_noevap.
